In the T4 Framework, the "local" folder is a dedicated location for storing customized files, including CSS, SCSS, layout, and other modifications, that are not part of the default template. This ensures that these customizations are preserved during template updates, as the "local" folder is typically excluded from being overwritten during upgrades.
Key points about the "local" folder in T4 Framework:

Preservation of Customizations:
The primary purpose of the "local" folder is to protect your customized CSS, SCSS, layouts, and other modifications from being overwritten when the T4 template is updated
Default Location for Customizations:

T4 Framework utilizes the "local" folder as the designated location for storing user-defined files that are not part of the default template structure.
**Examples of Files Stored in "local":
- Custom CSS: Your own CSS styles can be placed in files within the "local/css" folder, such as custom.css.
- Custom SCSS: You can create and modify SCSS files within the "local/css" folder, which will be compiled into CSS.
- Layouts: Edited or cloned layout files are stored in the "local/etc/layout" folder.
- Overriding CSS Files: To override default CSS files (e.g., offline.css), you can create the same file name within the "local/css" folder.
